Professional biography

My legal career began with practical work in public administration and private legal practice. Over time, my responsibilities expanded to include litigation, corporate advisory, regulatory policy, legislative drafting, international agreements and management of legal and multidisciplinary projects.

Since 2019, I have served as Managing Partner of Kortava Khatashvili Legal Intelligence, leading legal strategy and supervising work on complex matters. My earlier professional responsibilities at Georgia's Land Transport Agency included legal and regulatory advice, legislative drafting, implementation of international obligations, and representation of the institution in legal proceedings. I have also worked with private companies and public institutions, including Georgian Railway.

My legal work is complemented by international education and research. I hold a law degree from Georgian American University and a master's qualification from Turiba University in Latvia, and pursued European law studies in the Netherlands. Further doctoral-level research engagements took me to Lithuania and Poland.

In addition to legal practice, I have delivered lectures and specialized professional training in European Union law, competition, labor and transport-related law, including training associated with the International Road Transport Union (IRU) Academy. My professional interests extend to the quality of legal institutions, regulatory effectiveness, rights protection and the relationship between law and economic development.

I regard independence, confidentiality, rigorous analysis and clarity of advice as indispensable professional duties. My objective is to provide legal judgment that remains attentive both to the law itself and to the circumstances in which it operates.

Professional philosophy

Law, strategy and responsibility

Sound legal advice requires intellectual discipline and practical judgment. A legal position must be supported by facts and authority, but a legal strategy must also consider timing, evidence, institutional context, enforceability and consequences.

I seek to approach each matter with professional independence, respect for client objectives and an awareness of the wider obligations inherent in legal practice.
